Both the Toy Poodle and the Shih Tzu are low-shedding, HDB-approved small companions, but they are quite different dogs. The Poodle is highly trainable, more energetic, and has a longer muzzle that copes better with Singapore's heat. The Shih Tzu is a calmer, affectionate lap dog with a flat face and a higher-maintenance coat.
The working brain versus the lap dog
The Poodle is the brighter, busier dog. It ranks just behind the Border Collie for trainability, learns quickly, and is happiest with a job to do. It is biddable but a touch independent, so it wants engagement more than constant cuddles. Leave it under-stimulated and it will invent its own entertainment, often noisily.
The Shih Tzu is the classic lap dog: affectionate, laid-back, and content to lounge beside you. It is bright too, but it carries a stubborn streak that makes training slower going. If the working-dog brain appeals to you, read the temperament in depth before you choose.

Shedding, coat and grooming in Singapore's humidity
Both breeds are low-shedding. Neither drops fur in clumps; they grow hair, which sheds far less and suits allergy-conscious homes. The Poodle sheds the least of the two and the Shih Tzu a little more, but neither is a heavy shedder. The old line that a Shih Tzu sheds far more misreads the real difference.
That real difference is brushing. The Poodle's curly coat and the Shih Tzu's long, straight double coat both mat quickly, and our humidity speeds it up. Energy, barking and the Singapore heat
Neither breed is a marathon partner. Both are happy with roughly 20 to 40 minutes of activity a day, which suits flat living well. The Poodle carries more energy and, importantly, needs mental engagement; without it, boredom shows up as barking or restlessness. The Shih Tzu is genuinely lower-energy and easier to tire out.
On noise, the Shih Tzu tends to bark only when something warrants it, like a knock at the door. The Poodle is the more alert barker and the more vocal of the two when under-stimulated, so a close HDB corridor rewards a Poodle that is kept busy.
Heat is the Singapore-specific point. The Shih Tzu's flat face makes it more prone to overheating in our climate, while the Poodle's longer muzzle cools more easily.
